There isn't much of a story, really. At least not the kind of story I think you're hoping for.

We've fought for centuries. He was always ambitious and power-hungry and tried to take everything us Guardians worked for away. I didn't understand why then--and sometimes I think I still don't--but now I realize he's just trying to survive. He's not "evil" like I originally thought, at least. Though I still haven't forgiven him for stealing my fairies and trying to kill me. I probably never truly will but I don't blame him for it anymore. He was just acting out of desperation.

But I digress. He doesn't need belief like us to keep existing but he does need fear. And people need fear, too. Without it they might as well just be throwing their lives away on a whim. So, he is important. He just... needs to learn how to find a balance is all. He scares people out of their wits, essentially abusing his power, to get the fear he needs and because he thinks it's "fun." But I think if he found a niche- Maybe a more healthy exercising of his powers over fear, then I think he wouldn't be so bad.
