In the last twenty-four hours of the Raccoon incident the Umbrella Corporation sent in a private task force to retrieve a sample of the G-virus. Most of those agents were killed by the infected or incinerated along with the rest of Raccoon City, but a single agent survived.
It's that agent, the fourth survivor of Raccoon City, who I believe is the one responsible for spreading this new strain of the C-virus.
